Buckley Road Paving Project - P.I.N. 3576.78

​This project includes the milling and resurfacing of approximately 1 mile of roadway on Buckley Road from Bear Road to Henry Clay Boulevard. Traffic signals at Bear Road and Henry Clay Boulevard will receive new traffic signal heads. The traffic signal at Wetzel Road will be fully replaced with overhead mast arms and will receive new video detection systems. The Buckley Rd/Wetzel Rd intersection will also include the addition of an east bound left-turn lane onto Wetzel Road. All pedestrian infrastructure will be evaluated and upgraded to meet current ADA guidelines or given nonstandard feature justifications. Additionally, new sidewalk will be constructed along both sides of Buckley from Iris Lane to Bear Road

Project Objectives

Onondaga County has initiated this project to address issues within the project area to provide a safe and maintainable project corridor, while providing a long lasting and cost effective pavement system.

The primary objectives of this project are to:
  • Provide a safer roadway corridor for all modes of transportation.
  • Rehabilitate the roadway pavement to extend its life cycle and improve ride quality.
  • Provide a sidewalk system where most needed.
  • Upgrade pedestrian accommodations at all signalized intersections to comply with ADA guidelines.
  • Upgrade traffic signals to meet current standards at the Henry Clay Boulevard (new signal heads), Wetzel Road (all new signal equipment) and Bear Road intersections (new signal heads).
  • Construct a left turn lane on Buckley Road and Wetzel Road.

Project Information


Existing Conditions: The existing pavement on Buckley Road is showing signs of aging and distress due to the prevalence of high traffic volumes and vehicular loadings. Over the course of time, this has caused the asphalt pavement to develop some surface cracking. There are also areas of concrete islands that need to be removed. The Wetzel Road intersection lacks a turn lane for vehicles waiting to turn left from Buckley Road to Wetzel Road which creates long queues during peak times of travel.

There are a lack of accessible handicap pedestrian ramps at the pedestrian crossings at Henry Clay Boulevard and Bear Road and the existing pedestrian signals are not compliant. There are no sidewalks in the corridor. The existing traffic signals Henry Clay Boulevard, Wetzel Road and Bear road are outdated and need replacement.


Preliminary Design: Buckley Road will receive a "2R" type pavement rehabilitation. This consists of rehabilitating the roadway by milling the existing pavement and installing an asphalt pavement overlay. Minor lengths of intersecting side streets will also be restored. Any severely damaged areas of pavement will receive full depth repairs. The project also recommends the construction of a left turn lane on Buckley Road at Wetzel Road to allow left turning vehicles to move out of the way of through vehicles.

All pedestrian accommodations will be upgraded to meet current ADA standards and new handicap accessible curb ramps will be constructed where they do not currently exist.  Crosswalks will include standard high-visibility pavement markings and pedestrian signs. Sidewalks are recommended on both sides of Buckley Road between Iris Lane and Bear Road. 

Any deteriorated drainage structures will be cleaned and repaired as needed. Manhole and drainage structure rims will be adjusted to final finished grade. Replacement pavement markings and signage will be installed.

Property Impacts: No property acquisitions are anticipated for this project. All improvements will be constructed within the public right-of-way. Releases for repairing driveways and constructing sidewalks for abutting properties will be requested from property owners prior to the start of construction.


Utilities: Relocations of overhead electric lines on Buckley Road Wetzel Road and Bear Road are anticipated. No other utility impacts are anticipated to occur with this project. Some minor adjustments may required during construction, but no other full relocations are expected.

Work Zone Traffic Control: Traffic will be maintained using temporary lane, shoulder closures and single lane traffic with flagger control  as required to progress the work. Access to all driveways will be maintained throughout construction. The project is not anticipated to require an off-site detour.

Anticipated Cost: $2,950,000

Anticipated Environmental Classification:
  • National Environmental Policy Act (NEPA) - Class II, Action C-List Categorical Exclusion
  • New York State Environmental Quality Review Act (SEQRA) - Type II
  • It is expected that the construction of this project will have no negative environmental effects. The Contractor will be required to control soil erosion and sedimentation caused by construction operations.

​Project Location: This project involves milling and resurfacing on Buckley Road from Bear Road (County Route 191) to Henry Clay Boulevard (County Route 121).
